A New Jersey state grand jury has voted not to file criminal charges against a New Brunswick police officer involved in the fatal shooting of 68-year-old Deborah Terrell during an encounter at her apartment in August 2025. According to the New Jersey Attorney General’s Office, the grand jury reviewed extensive evidence, including 911 calls, body-worn camera footage, police radio transmissions, witness statements, forensic evidence, medical records, and the autopsy report before returning a “no bill” decision, meaning no criminal charges will be brought against the officer. Authorities said officers initially responded to reports of a resident causing disturbances before later returning after receiving reports that Terrell was allegedly threatening others with a knife. Officials say the encounter escalated when Terrell allegedly confronted officers while armed. After less-lethal options were deployed, prosecutors say the officer fired his service weapon when she continued advancing toward officers with the knife.
